Original document printed in black ink on one leaf of beige paper. 5 1/2" x 9." Two pages (one leaf printed on front and back), complete. Document is very clean and intact except for light to moderate age toning, slight darkening, slight offsetting, a few tiny holes near spine, and deckled edge along spine. This document may have been formerly bound and formerly bound within a larger publication. Sold as is. A Very Good copy. This is a report from the United States Senate that addresses the petition of Captain William Waldo, Nathaniel McMenafee, Elias Waldon, and Benjamin Chapman, or their memorials, who gave significant aid to starving emigrants on the Overland Trail between Missouri and California in 1850. The report notes, for example, that Waldo expended "from his own private funds," $25,000 to help the pioneers. The men or their memorials are petitioning that Congress reimburse them from the General Treasury for their relief efforts. However, the Senate did not grant the petition, stating reasons such as "[t]he sufferers were engaged in private pursuits for their own individual and personal advantage, and without any particular reference to the interests or wishes of the government" and "this is a matter 'reserved to the States or the people,' and not one delegated to the general government.".
